In accordance with the Program Performance Standards, Part 1301: Program Governance, an agency must establish and maintain a formal structure for program governance. This training will explore the six sections of this part: (1) purpose, (2) governing body, (3) policy council and policy committee, (4) parent committee, (5) training and (6) impasse procedures. Understanding the policies and the structure of the program governance will ensure a strong Head Start program that will function as mandated in the Act. Knowing the decision making process will prevent any unnecessary internal conflict and/or legal issues in the future.

OBJECTIVES:

  • Understand and ability to interpret federal regulations as it pertains to Program Governance
  • Ability to provide technical assistance to Policy Council, Parent Committees and Governing Body
  • Understand the concept of governance and how the roles associated with governance are distinguished from the roles associated with administration.
  • Demonstrate effective shared decision-making with the appropriate Head Start policy groups
  • Provide the necessary tools to build a strong relationships between Governing Body, Policy Council and Parent Committees
